SkillsUSA Minnesota is a non-profit organization dedicated to student leadership and work readiness within the educational systems of Minnesota.



    I. Organizational Structure


    A. SkillsUSA Minnesota, Inc.

      1. Organization

      The Minnesota Association of the SkillsUSA is a non-profit educational corporation. It is an association of
      high school and college level local chapters of the State of Minnesota operating with a charter, granted by
      National SkillsUSA, Inc., to the Minnesota State Department of Vocational Education.

      2. Structure

      SkillsUSA Minnesota, Inc. is governed by the Corporate Board and two Executive Boards under the
      guidelines of the Articles of Incorporation and Bylaws and is responsible for setting the governing policies of
      SkillsUSA Minnesota, Inc.
      The administrative representative for SkillsUSA Minnesota will be the Executive Director. The Director is
      hired and employed by the Executive Board and is directly responsible to the Executive Board.

    B. Corporate Board

      1. Purpose

      The administration of SkillsUSA Minnesota, Inc., shall be vested in the Corporate Board.

      2. Membership

      There shall be a minimum of five members of the Board of Directors made up of business, industry and/or
      labor. With the Chairman’s approval their number may be increased to seven or nine members by the
      affirmative vote of the majority of the Board of Directors at any meeting. In addition, the Executive Director
      and an Executive Board Member representing each division of SkillsUSA Minnesota will serve on the
      Corporate Board.

      3. Election and Term of Office

      The term of office of all members of the Board of Directors shall be three years. Members may not serve more
      than two consecutive terms.

      4. Vacancies

      In the event a board vacancy occurs, other than by expiration of term, the vacancy may be filled by the
      Corporate Board. The successor will serve for the remainder of the unexpired term.

      5. Officers

      The officers of the Corporate Board will be the President, Vice President, Secretary and Treasurer.

      6. Meetings

      The Corporate Board will meet at least two times per fiscal year but may call additional meetings as
      necessary.

    C. Executive Boards

      1. Purpose

      The administration of SkillsUSA Minnesota activities shall be vested in the State Executive Boards.

      2. Membership

      The Executive Boards will include local advisors elected at the Delegate Assembly, representing diverse
      geographical areas of the state. The Executive Director of SkillsUSA Minnesota shall serve as ex-officio
      member.

      3. Election and Term of Office

      Local advisors will elect a representative to serve on the SkillsUSA Minnesota Executive Board.
      The elected members of the SkillsUSA Minnesota Executive Boards shall serve four-year terms with two of
      the board members being elected each year from each division.
      The election will take place at the delegate assembly, or prior to the first board meeting, following the
      delegate assembly.

      4. Vacancies

      In the event a board vacancy occurs, other than by expiration of term, the vacancy may be filled by the
      Executive Board.

      5. Officers

      The officers of the Executive Board shall be the Chairperson, Vice Chairperson, Secretary and Treasurer.

        a. Duties

          1. Chairperson

          The chairperson will prepare the agenda, issue notices of all meetings of the Executive Board. The
          Chairperson will be spokesperson for, and will represent the Executive Board when necessary.

          2. Vice Chairperson

          The Vice Chairperson will serve in the absence of the Chairperson, and will perform such duties as
          the Chairperson may direct.

          3. Secretary

          The secretary will record minutes of all meetings and perform such duties as the chairperson may
          direct.

          4. Treasurer

          The Executive Director will serve as treasurer for SkillsUSA Minnesota. The treasurer will prepare a
          financial report for each Executive Board meeting, and an annual financial statement. The treasurer will
          be responsible for the receipt and disbursement of finances for SkillsUSA Minnesota.

        b. Election

        The chairperson, vice chairperson and secretary of the executive board shall be elected by the executive
        board members at the first board meeting following the delegate assembly each fall.

      6. Quorum

      A quorum will consist of one-half of the voting board members.

      7. Meetings

      The Board will meet at the call of the board chairperson, or at the request of any three board members.

      8. Voting

      Each Executive Board member or alternate of his/her choice, shall have one vote. Ex-officio members shall
      have no vote.

      9. Finances

      Local chapters will be responsible for the collection and payment of state and national dues.
      The Executive Director will act as financial agent to SkillsUSA Minnesota and will furnish an annual financial
      statement and budget.
      The Executive Board and the Executive Director will be responsible for the control of expenditures of funds of
      SkillsUSA Minnesota.
      Upon dissolution of SkillsUSA Minnesota, any SkillsUSA funds would be kept by SkillsUSA Minnesota
      and utilized to continue the operation of the organization until industry support for continuation may be
      obtained or until funds are depleted. The State SkillsUSA Director shall maintain possession of all
      SkillsUSA equipment and supplies.

      10. Responsibilities

      Board members shall be expected to attend each board meeting. If unable to do so, each member shall notify
      the Executive Director. The Executive Board recommends that any member not present at three (3)
      consecutive meetings should be replaced.

      11. Committee

      The Executive Board shall establish committees when deemed advisable to effect the work of the association
      and when the assignment falls outside the normal activities handled by the Executive Board.

    D. Executive Director, Duties and Responsibilities

      1. Attend all Minnesota SkillsUSA conferences and Executive Board meetings.

      2. Responsible for the approval and issue of local chapter charters, maintain an appropriate procedure for
      identifying and reporting individual members, and maintain the necessary minimum standards required by
      National SkillsUSA, Inc. to be considered a State Association in good standing.

      3. Develop and implement an annual Program of Work for the State Association to include such activities as
      State Leadership Conferences, Awards and Recognition Programs, student member services, and other
      activities considered to be a part of SkillsUSA Minnesota.

      4. Provide for the appropriate election, training, personal development, and effective participation of student
      officers for the State Association, regions and/or other units identified within the state.

      5. Maintain an appropriate procedure for tracking & monitoring state and national dues for the individual
      members of SkillsUSA Minnesota and provide appropriate procedures for implementing its governing
      document.

      6. Provide for the necessary supervision of students representing the state at any State, Regional and/or
      National meeting(s) at which the State Association is to be represented.

      7. Provide for the maintenance of all necessary legal, financial, administrative, historical, and other records of
      SkillsUSA Minnesota.

      8. Serve as the treasurer of SkillsUSA Minnesota, Inc., and assume the duties of that office.

    E. Operations
      1. Membership

      a. Membership of the Minnesota Association of SkillsUSA, shall consist of the total eligible members of the local chapters, and members shall hold the same membership status as in their respective local chapter.

      b. A local chapter must have at least five active members and a local advisor, and all members of the State
      Association must be members of the National Organization to qualify for a charter.

      c. Each local chapter and State Association shall be open for membership to all eligible students regardless
      of race, color, or national origin.

      d. Classes of membership which will be recognized by the Minnesota Association of SkillsUSA, Secondary
      Division are:

        1. Active Secondary Membership: Students enrolled in a coherent series of courses or career major that
        prepared them for further education and / or employment related to technology, the health industry,
        trades or industry and who are earning credit toward a high school diploma / certificate or its
        equivalent.
        2. Active Post Secondary Membership: Students enrolled in a coherent sequence of courses or career
        major that prepares the student for further education and / or employment related to technology, the
        health industry, trades or industry and is earning credit toward a diploma / certificate or its
        equivalent.
        3. Alumni Membership: Former active members who are no longer enrolled in vocational technical
        education. Alumni members will have all rights and privileges of Active membership except: (a) the
        right to vote; (b) the right to hold elective offices in the secondary division; and (c) the right to
        participate in SkillsUSA contests. Alumni members will organize and elect their own officers and
        develop their program for participation in the SkillsUSA programs and activities.
        4. Professional Membership: Persons associated with or participating in the professional development
        of SkillsUSA, who pay dues as established by SkillsUSA, will be recognized as professional members.
        5. Honorary Life Membership: Individuals who have made significant contributions to the
        development of SkillsUSA and vocational trade, industrial, technical and health occupations
        education whose membership has been approved by the National Executive Council upon the
        recommendations of Minnesota SkillsUSA. Such membership shall not require payment of dues.

      e. A membership year shall be from September 1 through August 31, inclusive.

      2. Dues

      a. State dues shall be determined by the State Executive Board and shall be payable by a prescribed time as
      determined by the Executive Director.

      b. The Executive Director shall report on or before December 1 of each school year, as to which chapters
      have paid their membership dues in full.

      3. Voting Rights and Privileges

      Local chapters who are members of SkillsUSA Minnesota shall exercise their voting privilege through voting
      delegates.

      The number of local chapter Voting delegates at SkillsUSA Minnesota conferences, assemblies, and meetings
      shall be determined by the number of active members in each chapter. Each local chapter with active
      membership of 5-19 members, 3 voting delegate; 20-29 members, 4 voting delegates; with an additional
      voting delegate per 10 paid student members. Number of delegates for fall meetings will be based upon the
      previous year’s final membership.

      Official notification of the number of voting delegates allowed each chapter will come from the Executive
      Director after submission of membership lists and dues.

      4. Officers

      a. SkillsUSA Minnesota may have seven elected state officers for each division for a term of one year.

      b. The number of state officers, and their specific duties, shall be defined by the Constitution of Minnesota
      SkillsUSA.

      c. Definition of possible state offices:

        1. President
        The President will exercise general supervision over the affairs of the Association pursuant to the
        policies and directives of the Executive Board and have all powers inherent in the office of the
        President, including the power and duty of presiding over state meetings. The President will appoint
        all necessary committees and may serve as an ex-officio member of these committees.

        2. Other Offices.
        The Vice President, Secretary, Treasurer, Parliamentarian, Historian, and Reporter positions will
        form a team to assist the President. Their responsibilities are to function as a team in hosting state
        conferences and to act in the role of voting delegates at the national conference.

      d. Responsibilities of State Officers to SkillsUSA Minnesota, Inc.

        1. Attend all state and national conferences and meetings called by the Executive Director.

        2. Work cooperatively with all other officers and officials so that the leadership of the organization will
        be strong and effective to assure success of the program.

        3. School themselves to approach all issues objectively so that their decisions will be honestly reached
        for the "good of all".

        4. Carry out all duties, thoroughly, on time, and to the best of their abilities.

        5. Give willingly of time and effort which will be required of them.

        6. Exhibit enthusiasm for the SkillsUSA Organization and office held.

        7. Prior to the Annual State Delegate Assembly and State Officer Election, each State Officer Candidate
        is required to complete and sign a State Officer Agreement Form. This agreement form will be
        submitted to the State Office on a date designated by the Executive Director. The agreement is a
        personal code of conduct and program of work for the State Officers during their term in office which
        assures they will serve in such a manner as to bring repute and respect to the State SkillsUSA
        Organization.

      e. Nomination and election of State Officers

      The procedure for the nomination, screening and election of State Officer candidates will be approved
      annually by the SkillsUSA Minnesota Executive Board and distributed to all local advisors.

      5. Meetings

      a. A State Delegate Assembly shall be held in the fall of each year where officers for the year will be elected,
      and other SkillsUSA Minnesota business transacted. The Executive Board shall determine the time, date,
      and place for the Delegate Assembly.

      b. A State Skill Conference shall be held each year, and this may serve as the official annual meeting of the
      Minnesota State Association of SkillsUSA.

      c. The State Officers, with the approval of the Executive Board, shall be empowered to call special meetings.

      6. Advisors

      a. Local advisors shall be professional members of SkillsUSA Minnesota, and will assist and direct students
      in the operation of their local chapter.

      b. Local advisors will be responsible for membership and dues in SkillsUSA Minnesota, and registration
      and participation in state activities.

      c. Local Advisors will be responsible for supervision of delegates from their respective chapter, at regional,
      state and national conferences and activities.

      7. Finances

      a. Local chapters will be responsible for the collection and payment of state and national dues to SkillsUSA
      Minnesota

      b The Executive Director will be responsible for forwarding membership and dues to National SkillsUSA.

      c. The Executive Board of SkillsUSA Minnesota will be responsible for the control and expenditures of
      funds of SkillsUSA Minnesota.

    II. Harassment / Sexual Violence Policy


      A. Statement

      Minnesota Association of SkillsUSA expressly forbids harassment and violence of any form toward members, employees, volunteers, agents, contractors or persons subject to the supervision and control of SkillsUSA Minnesota. All members, employees, volunteers, agents, contractors or persons subject to the supervision and control of SkillsUSA Minnesota should clearly understand that, even in mild forms, harassment or violence may carry penalties up to and including dismissal.

      B. Definitions

        1. Harassment

        a. Any action prohibited by State or Federal Statutes, Title VI, Title VXI, Title XX or Section 504.

        b. The purpose or effect of creating an intimidating, hostile, or offensive working or academic environment

        c. The purpose or effect of unreasonably interfering with an individual’s work or academic performance

        d. Otherwise adversely affects an individual’s employment or academic opportunities

        2. Verbal Harassment

        a. Verbal or written assaults, such as abusive, threatening, profane, or obscene language by a student or
        employee toward or in the hearing of another student or employee. This includes conduct which
        degrades people because of their race, religion, ethnic background, gender, physical or mental
        handicaps.

        3. Sexual Harassment

        a. A form of sex discrimination which consists of unwelcome sexual advances, requests for sexual favors, sexually motivated physical conduct or other verbal or physical conduct or communication of a sexual nature when:

          1. Submission to such conduct or communication is made a term or condition, either explicitly or implicitly, of obtaining or retaining employment, or of obtaining an education

          2. Submission to or rejection of that conduct or communication by an individual is used as a factor in decisions affecting that individual’s employment or education

          3. That conduct or communication has the purpose or effect of substantially or
          unreasonably interfering with an individual’s employment or education, or creating
          an intimidating, hostile, or offensive employment or education environment

        b. Any sexual harassment as defined when perpetrated on any member, employee, volunteer, agents, contractors or persons subject to the supervision and control of SkillsUSA Minnesota will be treated as sexual harassment under this policy. Sexual harassment may include but is not limited to:

          1. Verbal harassment or abuse

          2. Subtle pressure for sexual activity

          3. Inappropriate patting, pinching, or hugging

          4. Intentional brushing against a person’s body

          5. Demanding sexual favors accompanied by implied or over promises of preferential treatment with regard to an individual’s employment or educational status

          6. Any sexually motivated unwelcome touching

          7. Inappropriate sexual conversation, including sex-stereotyped references and inappropriate sexual jokes.

          8. Sexually explicit or suggestive display of signs, posters, pictures, calendars, etc.

        4. Religious/Racial Harassment

        Religious/racial harassment consists of racial/cultural slurs and other verbal or physical conduct relating to an individual’s race/culture or physical or verbal conduct which is related to an individual’s religion when the conduct:

        a. Has the purpose or effect of creating an intimidating, hostile, or offensive working or academic
        environment

        b. Has the purpose or effect of unreasonably interfering with an individual’s work or academic
        performance

        c. Otherwise adversely affects an individual’s employment or academic opportunities

        5. Sexual Violence

        a. Sexual violence is a physical act of aggression or force or the threat thereof which involves the
        touching of another’s intimate parts, or forcing a person to touch any person’s intimate parts. Intimate
        parts, as defined in Minnesota Statues Section 609.341, include the primary genital area, groin, inner
        thigh, buttocks, or breast, as well as the clothing covering these areas.

        b. Sexual violence may include, but is not limited to:

          1. Touching, patting, grabbing, or pinching another person’s intimate parts, whether that person is of the same sex or of the opposite sex

          2. Coercing, forcing or attempting to coerce or force the touching of anyone’s intimate parts

          3. Coercing, forcing or attempting to coerce or force sexual intercourse or a sexual act on another

          4. Threatening to force or coerce sexual acts, including the touching of intimate parts or intercourse, on another

          5. Racial/Religious Violence
          Racial/religious violence is a physical act of aggression or assault upon another because of, or in a manner reasonably related to, race or religion.

          6. Assault

            a. An act done with intent to cause fear in another of immediate bodily harm or death.

            b. The intentional infliction of or attempt to inflict bodily harm upon another

            c. The threat to do bodily harm to another with present ability to carry out the threat

      C. Reporting Procedure

      Members, employees, volunteers, agents, contractors or persons subject to the supervision and control of SkillsUSA Minnesota should feel free from harassment of any form. Members, employees, volunteers, agents, contractors or persons subject to the supervision and control of SkillsUSA Minnesota who believe they are victims of harassment may confront the harasser if they feel comfortable in doing so. Members, employees, volunteers, agents, contractors or persons subject to the supervision and control of SkillsUSA Minnesota who are aware of or believe that others are subjected to harassment should report that situation pursuant to this policy. Such incidents should be reported to the Executive Director and/or Executive Board. This reporting procedure is
      available to all, and is established as an orderly means for considering and resolving complaints about sexual
      harassment and sexual violence.

      D. SkillsUSA Minnesota Action

      1. Upon receipt of a report, Minnesota SkillsUSA will take appropriate action. Such action may include, but is not limited to, warning, expulsion, remediation, termination or discharge from any or all Minnesota
      SkillsUSA membership activities or benefits.

      2. The result of Minnesota SkillsUSA’s investigation of each complaint filed under these procedure will be
      reported in writing to the complainant in accordance with state and federal law regarding data or records
      privacy. A copy of the complaint, investigation and action will be forwarded to the Human Rights office or
      appropriate administrator at the school or college of the complainant and the individual against whom the
      complaint is filed.

      E. Reprisal

      Any member, employee, volunteer, agents, contractors or persons subject to the supervision and control of SkillsUSA Minnesota who retaliates against any person who reports alleged religious, racial or sexual harassment or violence or any person who testifies, assists or participates in an investigation, or who testifies, assists or participates in a proceeding or hearing relating to such harassment or violence. Retaliation includes, but is not limited to, any form of intimidation, reprisal or harassment.

      F. Right to Alternative Complaint Procedures

      These procedures do not deny the right of any individual to pursue other avenues of recourse which may include filing charges with the Minnesota Department of Human Rights, initiating civil action, or seeking redress under state criminal statutes and/or federal law.

      G. Harassment or Violence as Abuse

      Under certain circumstances, alleged harassment or violence may also be possible abuse under Minnesota law. If so, the duties of mandatory reporting under Minn. Stat. #626.556 may be applicable.

      H. Nothing in this policy will prohibit the Minnesota SkillsUSA from taking immediate action to protect victims of
      alleged harassment, violence or abuse.

      I. Dissemination of Policy and Training

      1. A policy statement shall appear in the MN SkillsUSA handbook. The policy will become part of the Policies and Procedures Manual.

      2. Minnesota SkillsUSA will develop a method of discussing this policy with students and employees.

      3. This policy shall be reviewed at least annually for compliance with state and federal law.

    III. Professional Conferences and Activities


      A. Leadership Training Institute

        1. Purpose and Activities

        A leadership training institute may be held each year for the purpose of training local officers, new SkillsUSA
        members, new SkillsUSA advisors and potential state officers. Students and advisors will plan and
        implement a typical yearly program of work for a SkillsUSA chapter.

        2. Attendance

        All potential SkillsUSA members may attend.

        3. Registration

        a. It is the responsibility of the Executive Director to distribute and collect registration forms and
        materials prior to the Leadership Training Institute. The Executive Board shall determine registration
        fees annually.

        b. Hotel registration procedures and guidelines will be determined annually by the Executive Board.

        4. Code of Conduct

        The SkillsUSA Minnesota Executive Board requires that all persons attending the Leadership Training
        Institute comply with the Code of Conduct and complete the provided form at the conference.

        5. Advisor responsibility

        The Advisor is responsible for:

        a. Completing and submitting registration materials and fees on time.

        b. Registering students at the hotel and accompanying their group when checking in. Advisors are also
        responsible for checking their group out and paying the hotel bill.

        c. The appearance, conduct, and supervision of their chapter at all conference events.

      B. Delegate Assembly

        1. Purpose and Activities

        The purpose of the Annual Delegate Assembly is to instill interest in SkillsUSA and to give the students
        attending the conference an opportunity to learn more about the purposes, goals, organization and activities
        of local, state, and national organizations and the election of state officers.
        The activities of the Delegate Assembly consist of participating in social functions, sharing ideas with
        noteworthy speakers and leaders, attending workshops, nominating and electing state officers and
        conducting the business affairs of the state organization.


        2. Attendance

        The Delegate Assembly is intended to be an educational experience for all people attending. The following criteria have been established to guide advisors in their selection of students attending the conference:

        a. Local chapter officers (both chapter and sectional), state officer candidates, voting delegates and advisors are urged to attend and participate in the Delegate Assembly.

        b. Advisors and instructors of potential SkillsUSA chapters of vocational programs interested in forming a local chapter of SkillsUSA are encouraged to send student observers to the Delegate Assembly. These students can be stimulus creating interest in developing and supporting new local chapters. All students must be accompanied by an adult advisor, and both students and advisor must register for the conference.

        c. Each student who attends the Delegate Assembly should participate in and attend all activities. It is suggested that local advisors request students to report to the local chapters on conference activities.

        d. Local chapter advisors must accompany their delegates, and it is their responsibility to see that students attend all sessions of the conference and that rules of conduct are observed. Remember that chaperones must be provided by your chapter.

        e. Any other adults interested in the Vocational Education Program, i.e., training sponsors, teacher-trainers, local business people, faculty members, and administrators, are invited to attend the Delegate Assembly.


        3. Voting Delegates

        Each chapter is represented at the Delegate Assembly through its voting delegation. Voting delegates conduct the business affairs of the state organization. Voting delegates are chosen by their local chapter. Alternate voting delegates should be chosen from local officers. The number of voting delegates representing each local chapter will be determined on the basis of the chapter's local active membership three weeks prior to the Delegate Assembly.

        Each local chapter with active membership of 5 - 19 members may have three voting delegates; 20 - 29 members, 4 voting delegates; with an additional voting delegate per 10 paid student members. Number of delegates for fall meetings will be based upon the previous years final membership.
        The local chapter advisor is responsible for notifying voting and alternate delegates of their assignments and duties and responsibilities. Voting delegates will be seated in a section reserved for this group. Chapter identification signs of a size that will not obstruct vision for delegates seated behind your delegation should be constructed by each chapter and placed to indicate where each group is to be seated. It is extremely important that the delegates be seated on time, so as not to miss roll call (thus jeopardizing chapter representation), delay the meeting or disturb the meeting in session. A local chapter not responding to roll call will be prohibited from participation in that particular general session.


        4. Registration

        a. It is the responsibility of the Executive Director to distribute and collect registration forms and
        materials prior to the Delegate Assembly. The Executive Board shall determine registration fees
        annually.

        b. Hotel registration procedures and guidelines will be determined annually by the Executive Board.


        5. Code of Conduct

        The SkillsUSA Minnesota Executive Board requires that all persons attending the Delegate Assembly comply
        with the Code of Conduct and complete the Personal Liability Release form.


        6. Advisor responsibility

        The Advisor is responsible for:

        a. Completing and submitting registration materials and fees on time.

        b. Registering students at the hotel and accompanying their group when checking in. Advisors are also responsible for checking their group out and paying the hotel bill.

        c. The appearance, conduct, and supervision of their chapter at all conference events.

      C. SkillsUSA Minnesota Skill Conference

        1. Purpose and activities

        The Skill Conference is intended to be an educational experience for all who attend. The aim of the conference is to build a common bond among members of SkillsUSA and promote high standards of
        workmanship, scholarship, and safety.


        2. Attendance

        The following criteria have been established for selecting students to attend the conference:

          a. Local chapter officers and all other active and professional state SkillsUSA members are urged to attend and participate in the Skill Conference.

          b Students who are to participate in competitive events should be chosen for their expertise in their training area through a local or area competition.

          c. Each chapter must provide one adult chaperone for each 10 - 15 students attending the conference from their chapter.

          d. Any other adult interested in the Vocational Education Program, i.e., training sponsors, teachertrainers, local business people, faculty members, and administrators are invited to attend the conference.

        3. Voting Delegates

        Each chapter is represented at the Skill Conference through its voting delegation. Voting delegates conduct the business affairs of the state organization. Voting delegates are chosen by their local chapter. Alternate voting delegates should be chosen from local officers. The number of voting delegates representing each local chapter will be determined on the basis of the chapter's local active membership prior to registration for the Skill Conference.

        Voting delegates are determined by using the same formula as for Delegate Assembly. Instructions to the delegates is also the same.

        The local chapter advisor is responsible for notifying voting and alternate delegates of their assignments and duties and responsibilities. Voting delegates will be seated in a section reserved for this group. Chapter identification signs should be constructed and placed to indicate where each group is to be seated. It is extremely important that the delegates be seated on time, so as not to miss roll call (thus jeopardizing chapter representation), delay the meeting or disturb the meeting in session. A local chapter not responding to roll call will be prohibited from participation in that particular general session.


        4. Registration

        a. It is the responsibility of the Executive Director to distribute and collect registration forms and materials prior to the Skill Conference. The Executive Board shall determine registration fees annually.

        b. Hotel registration procedures and guidelines will be determined annually by the Executive Board.


        5. Code of Conduct

        The SkillsUSA Minnesota Executive Board requires that all persons attending the Skill Conference comply with the Code of Conduct and complete the Personal Liability Release form.


        6. Rules and Regulations for Competitive Events

        The State Executive Board will adopt rules and regulations for all competitive events to be held at the SkillsUSA Minnesota Skill Conference.

        a. No student may participate in a competitive event (individual or team) unless he or she is officially registered for the conference.

        b. All participants and contestants shall have been authorized for entry by the State Association and approved by the Executive Director.

        c. All participants and contestants must meet specifications set forth in each competitive activity.

        d. No contestant shall enter more than one skill contest and two leadership contests (with only one of them being a National contest) excluding Chapter Display, Opening and Closing Ceremonies, Outstanding Chapter and Chapter Business Procedure Contest)

        e. Any contest may be canceled when there are fewer than four contestants registered for a specific contest. In the event a student is registered for a contest which is canceled, the advisor of this student will be immediately notified by the Executive Director. The student will then have the option of registering for another contest, participating in the conference without competing in that specific contest, or withdrawing from the conference with all registration fees refunded.

        f. The SkillsUSA Minnesota Skill Conference unlike the Skills USA Championships has no official clothing requirements for contestants other than where safety is a concern.

        g. Results of the competitive events shall remain confidential until the awards are presented.

        h. Contest Participation

          1. The number of students allowed to register in each Leadership Development and General Contest is determined by the Executive Board. Check the Skill Conference Information memo from the Executive Director for current numbers.

          2. The skill contests are open to a specific number of students per chapter. The facilities of the school hosting the contest will determine the number of participants from each chapter. Check the Skill Conference Information memo from the Executive Director for current numbers.

        7. Awards for Competitive Events

          a. Medallions

          A first (gold), second (silver), and third place (bronze) medallion will be awarded for each competitive event.


          b. Honorable-Mention Awards

          Honorable-mention awards will be awarded on the basis of one for every ten contestants in each contest as awarded by contest judges.


          c. Certificate of Participation

          A Certificate of Participation will be presented to each contestant.

        8. Advisor Responsibility

        The Advisor is responsible for:

        a. Informing each contestant of contest regulations and determining contestant eligibility.

        b. Completing and submitting registration materials and fees on time.

        c. Registering students at the hotel and accompanying their group when checking in. Advisors are also responsible for checking their group out and paying the hotel bill.

        d. The appearance, conduct, and supervision of their chapter members during the entire conference.

      D. National Leadership and Skill Conference

        1. Eligibility

        All SkillsUSA- members are eligible to attend the National Conference. However, only first place winners are eligible for competition. In case the first place winner cannot attend, the second place winner is eligible, and so on down through the third place winner at the discretion of the Technical Committees.

        SkillsUSA Minnesota qualifies for National Competition in the following areas (and any other areas that may be added by National SkillsUSA where there is a program or interest in Minnesota SkillsUSA):

        SkillsUSA Minnesota members who participate in a competitive event and state officers who attend Skills
        USA Championships, may receive financial assistance (shares) from SkillsUSA Minnesota. The amount of
        assistance will be determined annually by the Executive Board and will be applied to the group
        transportation costs. Members may receive only one "share". Chapter display winners may receive three (3)
        shares per chapter. Promotional Bulletin Board winners may receive two (2) shares per chapter.

        3. Voting Delegates

        a. The state officers will serve as voting delegates and alternates at the national conference if enough points
        are earned during their term of office to allow them to attend.

        b. The number of voting delegates is determined annually by National SkillsUSA, Inc.

        4. Advisor Responsibility

        a. Submit all registration forms and fees on time.
        b. Advisors must provide an adult who will be responsible for the group attending the conference.
